Ronald Pearsall is appointed chief information officer and Joanne Roux is
promoted to vice president of finance
August 26, 2019 (Smithfield, RI) – Neighborhood Health Plan of Rhode Island (Neighborhood) today made two leadership announcements. Seasoned information technology professional Ronald Pearsall has been appointed chief information officer and Joanne Roux, whose finance career spans more than 30 years, has been promoted to vice president of finance. Both bring extensive health insurance experience to their positions. Pearsall resides in Smithfield. Roux is a resident of Berlin, Connecticut.

As Neighborhood’s new chief information officer, Pearsall will provide leadership and strategic direction to the company’s information system teams and the HIPAA Security Program. He will also
be responsible for the planning and execution of Neighborhood’s information system strategy. Pearsall was selected as the top candidate for this position following an extensive national search.

Prior to joining Neighborhood, Pearsall served as executive director, affiliate delivery at Aetna, a CVS Health company. In this role, he led the IT organization across multiple affiliates including Aetna Student Health, Aetna Voluntary, American Health Holding, Group Dental Services, and Meritain Health and Specialty. Since 2001, he has held various senior level roles in IT at Aetna serving as the executive director of application software development and CIO of international among others. Before his employment at Aetna, Pearsall served as the executive director of the American Lung Association in both Alabama and the Finger Lakes Region of New York.
He is a graduate of the University of Rochester with a Bachelor of Arts in health and society and Master of Science in education.
Joanne Roux
Roux joined Neighborhood in September 2015 as the director of fiscal operations and has served in this capacity until her recent promotion to vice president of finance. In her new role, she will provide leadership and oversight to Neighborhood’s Finance Division. She will continue to be responsible for the company’s financial close and audits, revenue recognition, and budgeting with added responsibilities for financial analysis. Additionally, Roux will serve as the finance contact for external entities, such as Rhode Island’s Executive Office of Health and Human Services and the Rhode Island Department of Business Regulation.
“Since joining Neighborhood, Joanne has built a reputation as trusted business partner and change agent both within the finance team and throughout the enterprise,” said Frank Meaney, chief financial officer of Neighborhood Health Plan of Rhode Island. “She has been instrumental in establishing a robust and transparent administrative expense management process at Neighborhood, and has advanced our internal and external financial reporting processes.”
Roux started her career at CIGNA as a financial analyst. She remained there for over 20 years migrating from corporate finance to reinsurance and underwriting operations. After leaving CIGNA, she was assistant vice president and finance officer at a startup managing general agent (MGA) associated with an international property and casualty reinsurance organization. In 2011, she returned to health care as the director of finance at ConnectiCare where she revamped their budgeting and financial close processes.
Roux is a graduate of Saint Joseph College with a Bachelor of Science in business administration.
